Born in 1860 in the Belgian seaside town of Ostend, where he'd spend most of his life, James Ensor (1860-1949) is largely remembered as a master of eccentricity. His father, an Englishman, was an alcoholic; his hard-working Belgian mother ran a curio shop that, notably, sold carnival masks.
